Storm first enlisted in the Army in 1970. He served in the MACV, or Military Assistance Command, in Vietnam. Storm later transferred to full-time service with the Kentucky Army National Guard and was commissioned as an infantry officer. Storm commanded and served in staff officer positions at the Company Battalion Brigade at the state headquarters level with senior-level leadership assignments.
Storm was the Kentucky Army Guard chief of staff from 2001 to 2003, & because of the global war on terror, made multiple trips to the Middle East.
He also led the Kentucky National Guard effort to intensify & increase cooperation between Ecuador & Kentucky.
